New versioned replacement; the 1.0 archive was not recovered. Passed 10 scoped staging checks: ACP install/activate, table creation, guests see the newest three bars stacked with a fourth capped, newest-first ordering, per-notice cookie dismissal persistence, non-staff denied the control page, staff control page loads with no ACP digging, staff add/remove live-visible immediately, and uninstall drops the table and settings.
